Prop 28 Overview

The Arts and Music in Schools (AMS) initiative also known as California Proposition 28, was approved by voters on November 8, 2022. This initiative mandates a minimum source of annual funding for K-12 public schools specifically for arts education programs. The initiative is designed to provide additional support for arts instruction in schools starting with the 2023–24 fiscal year.

Key Elements of Prop 28

Below are the key elements of the AMS funding:

  • This ongoing funding with a new allocation each fiscal year
  • Must be used to create new arts and music opportunities for students
  • At least 80% of AMS funding must be used to hire employees to provide arts instruction
  • No more than 20% can be used for training, supplies and materials, and arts education partnership programs
  • A school has 3 years in which to spend the annual allocations
